On a recent Friday, The Honourable Maria Bird-Browne, Antigua and Barbuda’s Minister for Works and Housing, convened a high-level strategic discussion with Mr. Cyril Layrea, spouse of the Commonwealth Secretary-General, to accelerate final preparations for the dedicated spouses and partners engagement track at the upcoming 2026 Commonwealth Heads of Government Meeting (CHOGM) hosted by the twin-island nation.
During the consultation, Minister Bird-Browne emphasized that the specially curated programme is intentionally designed to move far beyond the perfunctory social gatherings typically associated with high-level intergovernmental summits. Its dual core objectives are to spotlight the unique cultural, social and developmental strengths of Antigua and Barbuda, while creating a purpose-driven collaborative platform for delegates to address cross-cutting challenges that impact families, marginalized communities and vulnerable populations across all 56 Commonwealth member states.
“Our spouses and partners programme is not a peripheral add-on to our CHOGM hosting duties—it is a central, meaningful dimension of the entire summit,” Minister Bird-Browne stated. “We are crafting experiences that will let every visiting guest feel the renowned warmth and legendary hospitality of our people, while carving out structured spaces for open dialogue, cross-national partnership building, and actionable idea sharing. Our goal is that when these distinguished guests depart Antigua and Barbuda, they carry not just fond memories of our islands, but a renewed, tangible understanding of the shared priorities that bind our diverse Commonwealth family together.”
Mr. Layrea expressed full endorsement of the draft programme framework, noting that the CHOGM spouses’ track represents an underutilized but high-impact channel to deepen personal and institutional bonds between member states’ leadership households, while galvanizing coordinated collective action on transnational issues that often receive less attention in formal head-of-government deliberations.
A flagship centerpiece of the scheduled activities will be a dedicated plenary session hosted at the John E. St. Luce Finance and Conference Centre, focused on advancing cancer control and strengthening public health systems across the Commonwealth. This session will serve as the official launch platform for the landmark Lancet Oncology Commission on Cancer in the Commonwealth, and will prominently feature a showcase of Antigua and Barbuda’s pioneering Accelerating Cervical Cancer Elimination Programme, which demonstrates the country’s progress in turning global public health recommendations into on-the-ground interventions that expand cancer prevention outreach, boost early diagnosis rates, and reduce barriers to equitable care for all residents. The session will also include expert testimonies from senior representatives of Gavi, the Vaccine Alliance, and the Pan American Health Organization/World Health Organization (PAHO/WHO).
Following the health-focused plenary, participating spouses and partners will take part in a community visit to the Friends of the Care Project, based at the historic former Holberton Hospital site. There, delegates will receive a full briefing on the non-profit organization’s support services for at-risk local children, and join in interactive, hands-on activities with the young beneficiaries of the programme.
The schedule will then move to The Hut at Little Jumby, for a thematic gathering centered on the core theme of “Commonwealth Togetherness”. Minister Bird-Browne will deliver opening remarks on the critical value of cross-national unity and cooperative action across the Commonwealth bloc, while Mr. Layrea will lead a discussion framing sustainable development and climate resilience partnerships through the unique perspective of heads of government spouses. Her Excellency Diana Fox Carney will also deliver a featured address on equitable economic and climate policy frameworks tailored to the specific needs of small island and low-income developing nations. The day’s activities will conclude with a curated cultural showcase that immerses delegates in the distinct art, music, culinary heritage and folk traditions of Antigua and Barbuda.
Minister Bird-Browne shared her full confidence that the finalized programme will deliver both a deeply memorable experience for all visiting spouses and partners, and deliver tangible, long-term progress toward collaborative solutions for shared global challenges. This latest consultation forms a key milestone in Antigua and Barbuda’s broader, nationwide preparation efforts to deliver a inclusive, impactful 2026 CHOGM that fully embodies the Commonwealth’s core founding values of partnership, radical inclusion, climate and social resilience, and collective, equitable progress for all member states.
