These messages came from Sheikh Mohammed bin Rashid Al Maktoum, who holds three key roles as UAE Vice President, Prime Minister, and Ruler of Dubai, and Sheikh Mansour bin Zayed Al Nahyan, who serves as Vice President, Deputy Prime Minister, and Chairman of the Presidential Court.
