Fonseca: Schools Must Remain Safe for Students and Teachers

October 22, 2026 — In the wake of criminal charges filed against a college counselor for alleged sexual assault and child pornography offenses, Belize’s Education Minister Francis Fonseca has reiterated the government’s unwavering commitment to rooting out abuse in the education sector and maintaining safe learning environments for all students and staff.

The case centers on Hedyn Mendez, a counselor at Muffles College, who was recently formally charged by law enforcement authorities over the alleged offenses. Minister Fonseca confirmed that the Ministry of Education is collaborating closely with Muffles College leadership as the legal process moves forward, emphasizing that the government’s position on abuse in educational institutions has been consistently clear.

“ We have made it very, very clear, and the Ministry of Education has been very consistent in its position that we have zero tolerance for any type of sexual abuse in our education system of any type, ” Fonseca stated in a press briefing.

The minister outlined the standard procedure the ministry follows when allegations of abuse surface: once claims are brought to the ministry’s attention, a full internal investigation is launched, and officials coordinate fully with law enforcement to ensure accountability. “We carry out a thorough investigation into these matters. We cooperate fully with the police authorities, ” he added.

While the criminal proceedings against Mendez move through the court system, Fonseca confirmed that the Ministry of Education is extending targeted support to Muffles College as an institution, as well as to any individuals impacted by the alleged offenses. Importantly, the minister stressed that the priority remains upholding the core mission of educational institutions: providing a secure, supportive space for learning and work, separate from the ongoing legal process.

Local law enforcement has also launched a parallel investigation into how Muffles College initially handled the allegations against Mendez, to determine whether institutional protocols were followed correctly when the claims first emerged.
