This policy reform is designed to reallocate law enforcement resources strategically, transferring routine traffic regulation enforcement from frontline regular police officers to specially trained municipal traffic staff. According to Belize Police Commissioner Dr. Richard Rosado, the change will free up regular police personnel to prioritize high-priority work: investigating and preventing serious violent and property crimes that threaten public safety.
Rosado emphasized that expanding the enforcement capacity of traffic wardens and municipal transport officers across Belize has long been a key goal for the police department. As Special Constables, these now-empowered traffic officers hold the same arrest authority as other law enforcement officers, a power that comes with corresponding accountability. During the swearing-in ceremony, Rosado reminded all newly appointed Special Constables of their responsibility to exercise authority ethically and in compliance with existing regulations.
Beyond the Belize City rollout, the Belize Police Department has confirmed that this institutional restructuring will expand nationwide. The department plans to partner with all municipal governments and the national transport department to roll out the Special Constable designation for traffic officers across every region of the country. To ensure all new appointees meet professional standards, the Belize Police Department will offer standardized specialized training courses for prospective Special Constables from municipalities across Belize in the coming months.
