On October 29, 2026, Belize Electricity Limited (BEL) publicly outlined a multi-pronged operational adjustment strategy to address its severe cash flow constraints and increasingly unsustainable cost pressures driven by soaring conventional power expenses. The utility firm, which has already submitted a formal request to raise the existing Cost of Power Adjustment (COPA) cap, is prioritizing the accelerated rollout of renewable solar infrastructure as a core solution to stabilize its long-term financial outlook, according to remarks from BEL Chairman Dr. Lynn Young.
Young detailed that the company is on track to bring its first new solar facility online by the end of December 2026, following regulatory clearance from the Public Utilities Commission (PUC) for two of its targeted solar projects, with a third submission currently under active regulatory review. The new solar assets are projected to deliver power at a fixed rate of roughly 13 Belize cents per kilowatt hour, a dramatic cost reduction compared to the price of the fossil-fuel derived power the firm currently relies on to meet peak demand.
The chairman acknowledged that solar generation is inherently limited to daylight hours, while BEL’s most expensive power procurement falls during the critical evening peak window between 6 p.m. and 9 p.m. To resolve this gap, the firm is pairing its solar rollout with complementary battery energy storage systems to cover the high-cost evening demand period. Young noted that the full portfolio of planned solar and storage assets, if deployed on schedule, will allow BEL to phase out a large share of its expensive diesel generation operations and terminate all existing contracts for rented emergency diesel power units. The company is also working to fast-track the development of much larger combined solar and battery facilities that are currently targeted for full commercial operation by 2028, despite the lengthy lead times typically associated with large-scale renewable energy infrastructure projects.
