Unlike standard processes that require applicants to travel to their home municipality’s JCE office to complete paperwork, this mobile operation enables citizens to finish every step of the renewal workflow at the Cap Cana temporary site, from initial data capture and portrait photography to fingerprint collection, card personalization, and final pickup of the new national ID. Américo Rodríguez, director of identification services at JCE, emphasized that the outreach program fills a key gap for populations disconnected from their original local government offices. Many workers and seasonal residents in Cap Cana commute long distances or do not have regular access to transportation to their home municipalities, forcing them to delay ID renewal for months or even years. To ensure a comfortable, efficient experience, the temporary service center is outfitted with all the digital biometric technology required for modern ID production, plus added amenities including central air conditioning and free on-site parking to accommodate visitors throughout the operating period. Jorge Subero Medina, executive president of Cap Cana, praised the partnership, framing the operation as a successful model of public-private collaboration that addresses the evolving needs of the region’s rapidly expanding population. As Cap Cana continues to grow as a residential, tourism, and business hub, the demand for accessible public services has risen alongside new development.
