During the recent Commonwealth Heads of Government Meeting (CHOGM) convened to advance collective action across the 56-nation bloc, the United Kingdom’s Right Honourable Ed Miliband, alongside the Ocean Risk and Resilience Action Alliance (ORRAA), has issued a formal, high-profile call to unlock significantly increased dedicated financial support for Small Island Developing States (SIDS).
The joint intervention, delivered on the sidelines of CHOGM’s sustainable development and climate resilience plenary sessions, highlights that SIDS bear less than 1% of historical global greenhouse gas emissions yet face disproportionately catastrophic existential threats from sea-level rise, extreme storm events, coastal erosion, and collapsing marine ecosystems. Miliband, who oversees the UK’s international development and climate policy portfolios, emphasized that current global funding streams for vulnerable island nations remain fragmented, underfunded, and burdened by restrictive repayment terms that push SIDS into unsustainable debt traps. ORRAA, a multi-stakeholder coalition of governments, financial institutions, ocean science bodies, and local community groups, presented new on-the-ground data showing that every $1 invested in SIDS coastal resilience delivers a $7 return in avoided disaster damage, livelihood protection, and marine biodiversity preservation.
The pair’s coordinated advocacy at the intergovernmental summit is designed to push Commonwealth member states to commit to a new pooled, low-interest grant fund earmarked exclusively for SIDS climate and ocean adaptation projects, with streamlined application processes that remove bureaucratic barriers that have long delayed critical support reaching local communities.
