Education : Transformation of 101 public schools into EFACAPs (List)

On October 24, 2026, Haiti’s Minister of National Education Vijonet Déméro officially released an official circular rolling out a landmark education reform initiative that will gradually convert 101 existing public primary institutions across all 10 of the country’s departmental education directorates into dual-function Fundamental Application Schools and Pedagogical Support Centers, referred to locally by the French acronym EFACAPs. This policy is designed to address longstanding gaps in Haitian public education, particularly the lack of structured ongoing professional upskilling for frontline teaching staff and inconsistent pedagogical guidance across grassroots fundamental school networks. The newly designated EFACAP sites will each host a dedicated on-site Pedagogical Support Center, with construction, facility rehabilitation, and specialized teaching equipment rollout phased in alignment with the Ministry of National Education’s standardized architectural and pedagogical benchmarks, and paced according to available public funding allocations. Once fully operational, each EFACAP will serve as a regional hub, delivering targeted continuous professional development, in-class mentorship, and curriculum-aligned pedagogical supervision to a surrounding network of roughly 50 nearby fundamental schools. Pending budget approval, each hub will be staffed with two full-time specialized pedagogical advisors to deliver these support services. Oversight of the entire program falls under the ministry’s General Directorate, which will administer the initiative via its Fundamental Education Directorate and a dedicated EFACAP Coordination Unit to set strategic priorities, track implementation progress, and ensure consistent quality control across all sites. A full public list of the 101 selected schools is available for public access via the official HaitiLibre document portal at the linked URL.
