The Bahamas’ Public Hospitals Authority (PHA) has announced a landmark leadership appointment, tapping 25-year private healthcare veteran Charles Sealy II as its new managing director. Slated to take office on September 14, Sealy succeeds Dr. Aubynette Rolle, who steered the organization through a turbulent two-and-a-half-year tenure starting with her acting appointment in February 2022.
What makes this appointment particularly notable is Sealy’s decades-long career outside the public healthcare ecosystem. For 14 years, he served as chief executive officer of Doctors Hospital Health System, following earlier stints as the private facility’s chief operating officer and vice president of operations. In those roles, he oversaw core hospital functions spanning nursing administration, human resources, pharmacy services, laboratory operations, and facility management. After leaving his CEO post at Doctors Hospital, Sealy remained active in the Bahamian healthcare sector: earlier this year, he was named lead consultant for Bahamas Wellness Health System, supporting strategic, operational, and financial improvements across four medical centers in New Providence and Eleuthera.
Sealy’s new role puts him at the helm of the agency responsible for running the country’s three largest public healthcare facilities: Princess Margaret Hospital, Rand Memorial Hospital, and Sandilands Rehabilitation Centre. The PHA makes the most high-stakes operational decisions shaping the nation’s public healthcare system, which for years has grappled with a cascade of persistent challenges: critical nurse shortages, widespread industrial action among clinical staff, unsustainable overtime demands, ageing infrastructure, and growing public pressure to elevate patient care standards and overall institutional performance.
According to PHA statements, Sealy brings a robust resume of executive leadership spanning healthcare administration, corporate governance, operational transformation, and strategic planning. During his time at Doctors Hospital, he led major service expansion and restructuring efforts: in 2012, under his direction, the facility opened the Bahamas Medical Centre on Blake Road to support its growing international patient program, and he later oversaw service reconfiguration for the rebranded Doctors Hospital West.
A Chartered Director with leadership experience across healthcare, insurance, corporate, and civic organizations, Sealy holds impressive academic and professional credentials: a Master of Health Administration, a Bachelor of Laws, a Bachelor of Science in Public Administration, and specialized executive training in healthcare leadership.
In his new role, Sealy has been tasked with three core priorities: driving improvements in PHA’s overall organizational performance, strengthening institutional accountability and governance, and upgrading the systems that support public healthcare delivery across the country. His mandate also includes centering improvements to both patient and employee experiences, and building the PHA’s capacity to adapt to the evolving healthcare needs of Bahamian communities.
Dr. Rolle, Sealy’s predecessor, leaves the post after navigating some of the most intractable crises in recent public healthcare history. In January 2025, she oversaw emergency contingency planning during a major industrial action that saw 90 percent of junior doctors and 60 percent of consultant physicians absent from work; the response included closing non-urgent care clinics and reallocating existing staff to acute care and inpatient units. Last year, she publicly warned that the public system was facing a shortage of roughly 500 registered nurses, driven by ongoing departures from public institutions. Earlier in 2025, after the PHA exhausted its entire annual overtime budget within the first three months of the 2025/26 fiscal year, she implemented strict new overtime controls requiring direct approval from the managing director’s office for all extra hours. Dr. Rolle also served as the public face of the PHA through a series of high-profile controversies related to patient care standards.
PHA officials emphasized that Sealy’s appointment is a deliberate step in the authority’s broader transformation strategy, aimed at building a higher-performing institution that prioritizes quality patient care, invests in its workforce, and rebuilds public trust in the country’s public healthcare system.
