Suriname is set to transform consular access for its citizens living abroad through a new public-private partnership that eliminates the need for long-distance travel to Surinamese embassies or consulates to apply for passports. The country’s Ministry of Foreign Affairs, International Trade and Cooperation (BIS) has formalized a collaboration agreement with VFS Global, a leading global provider of outsourced consular and visa services, that will task the private firm with supporting consular service delivery at designated locations across multiple countries.

Under the newly launched initiative, dubbed the Overseas Passport and Consular Services project, Surinamese nationals residing outside the country will be able to submit passport applications and have their biometric data captured at certified VFS Global service centers located near their places of residence. The partnership marks a major upgrade to access to critical government services for diaspora members, many of whom currently face hours or even days of travel to reach the nearest Surinamese diplomatic mission.

BIS officials note that the agreement aligns with the Surinamese government’s broader strategic goals to digitize public services, expand access to government offerings, and tailor services to the specific needs of the global Surinamese diaspora. Beyond improving convenience for users, the new streamlined system is also designed to deliver more efficient, secure, and customer-centric processing of passport applications compared to the legacy model that relies exclusively on diplomatic missions.

The formal signing ceremony took place Wednesday, with BIS Director of General Management and Consular Affairs Ambassador Luziano Truideman signing on behalf of the Surinamese government, and Amit Kumar Sharma, Head of North America and Caribbean Operations at VFS Global, signing for the service provider. The event was also attended by Nasier Eskak, Director of the Surinamese Civil Affairs Directorate, alongside leadership representatives from both organizations.

In remarks following the signing, Ambassador Truideman framed the partnership as a landmark milestone in the ongoing modernization of Suriname’s consular services, as well as a critical step toward strengthening ties between the South American nation and its community of citizens living overseas.

Over the coming months, teams from BIS and VFS Global will complete technical infrastructure setup and operational preparations to launch the new service. Once preparations are finalized, the new overseas consular service model will be rolled out in a phased rollout across destination countries with large Surinamese diaspora populations.
