A top Caribbean government department responsible for health, wellness, environmental stewardship and civil service operations has publicly honored one of its core communications team members for a landmark academic achievement. J’noure Smith-Kellman, who serves as Public Relations Officer for the Ministry of Health, Wellness, Environment and Civil Service Affairs, has formally earned her Master of Business Administration degree with a Merit classification from Scotland’s Edinburgh Napier University, marking a major milestone in her nearly decade-long public service career.
Smith-Kellman first entered public sector work in 2015 as a broadcast news reporter and anchor, a role that gave her first-hand, on-the-ground insight into the unique priorities and operational demands of the local health sector. That early experience laid the groundwork for her 2018 transfer to the health ministry, where she stepped into the public relations lead role she holds today. Over her six years in that post, she has been a central driving force behind the ministry’s entire public information strategy, turning dense, jargon-heavy public health policies, clinical initiatives and government social programmes into clear, accessible content that resonates with diverse community audiences.
While her core professional expertise has long been rooted in strategic communications, the newly completed MBA has expanded her skill set far beyond that narrow discipline, deepening her fluency in core management principles, organisational development frameworks, empathetic public sector leadership, and the nuanced cross-cutting considerations required to run high-performing, community-focused public institutions.
The Honourable Michael Joseph, the elected minister overseeing the department, offered warm public praise for Smith-Kellman’s accomplishment in an official statement. “This achievement is far more than a personal win for J’noure,” he noted. “It sends a powerful, encouraging message to every member of our civil service team: professional growth never has to be limited by the lines of your current job description. Choosing to pursue new learning, build new competencies and prepare for larger future responsibilities is a dual investment that lifts up both the individual team member and the entire public service we deliver to our communities.”
For Smith-Kellman herself, the qualification is far more than a line on an academic resume. She frames it as a deliberate investment in the next phase of her public service career, and a deeply meaningful personal tribute to her late grandmother Genevieve Smith – widely known across her community as “Teacher Gen” – who spent decades working as an educator before passing away in 2025 at the age of 91. “Even though she is no longer physically here to see this milestone, I carry her influence with me every day,” Smith-Kellman shared. “My greatest hope is that this small achievement does something to honor the incredible legacy of service she built over her whole life.”
Ministry leadership concluded their official announcement by extending full, enthusiastic congratulations to Smith-Kellman, and voicing their full support for her as she leverages her expanded knowledge, combined with her years of on-the-ground public service experience, to deliver even stronger, more impactful outreach for local communities moving forward.
