Police Officer found guilty of attempted murder to be sentenced on December 3rd

A serving police officer stationed in Dominica’s Kalinago Territory, Ransom Frederick of the Sineku community, faces three combined criminal convictions following a unanimous jury verdict delivered on October 22, 2026, in the case of The State v Ransom Frederick, with formal sentencing set to take place on December 3 of the same year.
The charges stem from a violent incident that unfolded in the early pre-dawn hours of July 9, 2022, on Roseau’s 13 River Street, where Frederick shot local resident Glennie Bruney a total of six times: three rounds struck Bruney in the back, with two more impacting his front torso, leaving the victim with life-altering injuries.
Lead prosecuting State Attorney Kelvin Julien publicly confirmed the jury’s full unanimous decision on all three counts, expressing the prosecution team’s satisfaction with the fair, evidence-backed outcome of the high-profile case. The top legal representative noted that the most serious charge, attempted murder, carries a maximum custodial sentence of 10 years. Two additional firearms-related convictions were also returned by the jury: one count of using a firearm with intent to commit a criminal offense, in violation of national firearms legislation, which carries a 20-year maximum penalty, and a third count of being in possession of a loaded firearm while impaired by intoxicating substances, which carries a maximum 5-year prison term.
The successful prosecution was led by a legal team overseen by Director of Public Prosecutions Sherma Dalrymple, comprising State Attorney Kelvin Julien, Senior Counsel Keith Scotland, and supporting State Attorney Gabrielle St. Hilaire, who presented a cohesive body of evidence that convinced all jury members of Frederick’s guilt across every charge brought against him.
