Diplomatic relations between Japan and the Caribbean twin-island nation of Antigua and Barbuda have entered a new chapter, with Tokyo formally launching its first-ever honorary consular mission on Antigua and Barbuda’s soil. The September 25, 2025 inauguration ceremony, held at St. John’s Hodges Bay Resort, installed longstanding community figure Donna Francis into the role of Honorary Consul General, and was presided over by Japan’s incumbent Ambassador to Antigua and Barbuda, Miyasaka Yusuke.
The high-profile event drew a roster of distinguished attendees from Antigua and Barbuda’s highest levels of governance, including Governor General Sir Rodney Williams and his wife Lady Sandra Williams. Multiple government ministers, senior national officials, and diplomatic representatives from various sectors also joined the ceremony to mark the occasion.
In his opening remarks at the inauguration, Ambassador Miyasaka took the opportunity to look back on the decades of positive engagement between the two nations, outlining key areas of mutually beneficial collaboration that have defined their partnership to date. These core areas, he noted, include advancing climate resilience, advancing inclusive sustainable development, and growing the sustainable blue economy — priorities that align closely with Antigua and Barbuda’s national development goals as a small island developing state.
Miyasaka also highlighted Japan’s long track record of development support for Antigua and Barbuda, pointing to the recent handover of a second Japanese-funded reverse osmosis desalination plant as a tangible example of this cooperation. The new facility has significantly boosted the Caribbean country’s domestic water production capacity, addressing a critical infrastructure need for the water-constrained island nation.
Beyond development projects, Miyasaka emphasized that regular high-level exchanges between Japanese and Antiguan and Barbudan senior officials and cabinet ministers have been a foundational pillar in deepening mutual trust and expanding bilateral ties. He framed Francis’ appointment as the new Honorary Consul General as a critical new people-to-people and institutional link between the two countries, expressing full confidence that her leadership in the role will open new doors for expanded partnership across all priority sectors.
Melford Nicholas, Antigua and Barbuda’s Minister for Information, Communication Technologies, Utilities and Energy, served as the official representative of the Antiguan and Barbudan national government at the inaugural ceremony.
