Months after Belize took the unprecedented step of partially waiving diplomatic immunity for one of its senior diplomatic representatives posted to Canada, the Central American nation is still no closer to resolving the case, with no new information forthcoming from Canadian law enforcement.
The case centers on Kennedy Carillo, who serves as Belize’s official representative to the International Civil Aviation Organization based in Canada. In late July, an allegation of domestic dispute involving Carillo emerged, prompting Belize’s government to take the rare action of lifting a portion of Carillo’s diplomatic immunity – a move designed to give Canadian authorities full legal space to conduct a formal investigation into the claims.
As of September 3, 2026, however, no investigative update has been received from Toronto authorities, Belize’s Foreign Minister Francis Fonseca confirmed in a public statement. The Metropolitan Toronto Police Service is leading the inquiry into the allegation, but the department has not yet shared any findings or preliminary conclusions with Belize’s government.
Fonseca emphasized that Belize’s leadership cannot map out its next steps in the case until the official investigative report is delivered and reviewed. “No update as yet. We are awaiting a further report from the authorities in Canada, in Toronto. I think the metropolitan police are doing an investigation. We’re awaiting that report. As soon as we receive it then we’ll be able to review it and discuss it and make whatever decisions are required,” Fonseca said.
Beyond the ongoing investigative delay, Belize’s government has issued a clear statement of principle in connection to the case: it has confirmed that relevant safety protocols are already in place for all parties involved, that cross-border cooperation on the inquiry remains active, and that it will not tolerate gender-based violence under any circumstances, regardless of the perpetrator’s position.
