Osorio suggests that increasing domestic sugar prices could potentially reduce the flow of illegal trade, though he acknowledges that it may not completely eradicate the problem. The illicit sugar trade primarily benefits smugglers, leaving local farmers and the sugar industry at a disadvantage.
