Haiti’s General Directorate of Taxes (DGI) has issued a public notice outlining key details for the 2025-2026 fiscal year’s final income tax declaration process, bringing clarity to taxpayers across public, private, and international organization sectors amid an upcoming transition to a new national tax code.
According to the official notice published on October 21, 2026, the mandatory filing period opens on October 1, 2026, and closes at the end of January 2027, giving eligible taxpayers roughly four months to complete their submissions. Eligible taxpayers include civil servants, private-sector workers, and Haitian employees of international organizations who are required to pay income tax under Haitian law.
To streamline the filing process, DGI has outlined clear guidance on where different groups should submit their documentation. Private sector employees, along with workers at international organizations and non-governmental organizations, are instructed to file their returns at the tax office that manages their employer’s tax file. Civil servants, by contrast, are directed to use the DGI office geographically closest to their place of work or residence.
A key point of clarification from DGI addresses the upcoming implementation of Haiti’s new Tax Code. In line with the longstanding legal principle of non-retroactivity of legislation, the existing income tax brackets that were in effect before the new Tax Code was enacted will remain applicable to all income earned during the 2025-2026 fiscal year. The current applicable tax brackets are as follows:
– 0% tax on income between 1 and 60,000 Haitian Gourdes
– 10% tax on income between 60,001 and 240,000 Gourdes
– 15% tax on income between 240,001 and 480,000 Gourdes
– 25% tax on income between 480,001 and 1,000,000 Gourdes
– 30% tax on all income of 1,000,000 Gourdes or more
DGI is urging all eligible taxpayers to meet the January 31, 2027 deadline to avoid late payment surcharges that are mandated under existing tax legislation.
