On September 17, 2026, Haitian Prime Minister Alix Didier Fils-Aimé led a high-stakes special gathering of the Superior Council of the National Police (CSPN) at the headquarters of the General Directorate of the National Police of Haiti (DGPNH) located in the Tabarre district of Port-au-Prince.
The meeting brought together senior leadership of the Haitian National Police (PNH) High Command and top national security authorities to map out a coordinated national strategy. During the session, the council outlined clear priorities for state-led security interventions, anchored by a core mission: reestablishing the Haitian state’s sovereign authority and rebuilding functional public order across every region of the country.
Participants used the session to review operational progress already made in two key affected areas, Kenscoff and Gressier, where security forces have been carrying out campaigns to retake territory controlled by armed gangs that have spread widespread terrorist violence across the Caribbean nation.
As head of the CSPN, Prime Minister Fils-Aimé issued direct, firm orders to the Acting Commander-in-Chief of the PNH. He instructed the national police leadership to maintain and scale up ongoing security and territorial reconquest operations, with three non-negotiable goals: shielding civilian populations from gang harm, restoring legitimate republican governance across all territories, and ensuring unimpeded movement of people and commercial goods that has been disrupted by gang activity for years.
Beyond immediate security targets, the Prime Minister reaffirmed that reestablishing widespread state security and sovereign authority is the nation’s top absolute priority. He emphasized that this effort is an indispensable prerequisite to create the stable conditions required to organize and hold the country’s upcoming planned general elections.
