In a formal announcement from the Dominican Republic’s capital Santo Domingo, President Luis Abinader has rolled out a targeted round of government leadership restructuring through the signing of Decree 554-26, which places new senior officials in three key state bodies: the Ministry of Foreign Affairs, the Ministry of Housing, Habitat and Buildings, and the Dominican Port Authority, widely known locally by its acronym Apordom.
Víctor O. Bisonó Haza has been tapped to fill the top post at the Ministry of Foreign Affairs, stepping in to replace outgoing minister Roberto Álvarez. In recognition of his service, Álvarez has been granted the honorary title of ambassador emeritus following his departure from the cabinet role.
The restructuring creates a chain of promotions across government agencies: Jean Luis Rodríguez, who most recently served as executive director of Apordom, will move into the vacant position of Minister of Housing, Habitat and Buildings, taking over the portfolio after the previous leadership shift.
To fill the two open leadership roles at Apordom created by Rodríguez’s promotion, President Abinader named Francisco Alejandro Campos Álvarez as the agency’s new executive director. At the governing level, Julia Luz Marina Muñiz Suberví will assume the position of president of Apordom’s Board of Directors.
These coordinated appointments are not isolated personnel changes, but instead form a core part of a broader government-wide restructuring initiative that Abinader has planned across multiple Dominican state institutions. The newly issued decree formally reverses any conflicting prior regulations, cementing the new leadership appointments and bringing the restructuring change into legal effect.
