Amid growing international tension over the ongoing Russia-Ukraine conflict, the Dominican Republic’s Ministry of Foreign Affairs (MIREX) has announced a series of coordinated measures to support Dominican citizens residing in Russia who have been linked to activities connected to the conflict. At the core of these efforts is the hiring of specialized local legal counsel in Russia to conduct a comprehensive assessment of the legal standing of these Dominican nationals. This legal team has been tasked with three key responsibilities: delivering expert guidance on the nuances of Russian domestic law, reviewing all contractual agreements that the Dominican citizens have entered into in relation to their activities, and outlining all available legal pathways through which the Dominican government can extend support.
To advance these protection efforts, a high-level MIREX delegation, led by Deputy Minister of Consular and Migration Affairs Opinio Díaz Vargas, is set to arrive in Moscow this Wednesday. The delegation’s itinerary includes direct engagement with Russian foreign ministry officials to gather the most up-to-date information on the current situation of the identified Dominican citizens, as well as to discuss cooperative mechanisms to streamline relevant consular and legal processes. The delegation will also include Miguel Reyes Taveras, the director of MIREX’s Protection for Nationals Abroad department, bringing specialized expertise in cross-border citizen protection to the mission.
In addition to talks with Russian authorities, the delegation will coordinate closely with the Dominican Embassy in Moscow, which is led by Ambassador Alejandro Arias Zarzuela. Together, the visiting delegation and embassy staff will work to develop a unified diplomatic, consular, and legal framework to systematically monitor and progress each individual case.
MIREX has publicly reaffirmed that the protection of Dominican citizens living abroad is a top policy priority for the administration of President Luis Abinader. The ministry emphasized that it will continue to deploy all appropriate diplomatic, consular, and legal resources to assist these nationals, acting within the bounds of what is possible under the specific circumstances of each individual case.
